SIGNATURE DU PLAN DE COOPERATION SCIENTIFIQUE ETATS-UNIS-VIETNAM

  
   Hanoi 10 juin (AVI) - Le 4e plan de coopération scientifique entre le Vietnam et les Etats-Unis et a été signé le 7 juin à Hanoi, en présence du vice-Premier ministre Pham Gia Khiem.
   Les signataires étaient Mme Judith Ladinki, présidente du Comité de coopération scientifique avec le Vietnam des Etats-Unis, et M. Chu Tuan Nha, ministre vietnamien de la Science, de la Technologie et de l'Environnement.
   Le 4e plan devrait favoriser la coopération multiforme entre les scientifiques des deux pays pour la période 2002-2007.
   Aux termes du plan, le Comité américain de coopération scientifique avec le Vietnam poursuivra ses aides aux programmes de soins de la santé primaire et de médecine préventive du Vietnam. Ces programmes se concentreront sur l'hépatite, la dengue, le VIH/Sida, la tuberculose, la diphtérie, certaines maladies respiratoires et contagieuses.
   En outre, la partie américaine continuera à coopérer avec le Centre national des Sciences naturelles et des Technologies dans la biotechnogie; avec les ministères de l'Education et de la Formation, des Produits aquatiques, de l'Agriculture et du Développement rural, des Affaires étrangères, de la Justice; et d'autres services du Vietnam.-AVI

Vietnamese, US scientists sign co-operation plan

The fourth five-year plan of cooperation between the US Committee for Scientific Co-operation with Vietnam and the Vietnamese Ministry of Science, Technology and Environment has been agreed upon by all parties.

Based on the successful completion of the first, second and third five-year plans entered into in 1987, 1992 and 1997, the Memorandum for Agreement on Co-operation covers a wide range of scientific co-operation from 2002-2007.

It was signed in Hanoi on June 7 by Judith Ladinski, chairwoman of the US Committee and Chu Tuan Nha, Vietnam's Minister of Science, Technology and Environment.

The signing ceremony was witnessed by deputy Prime Minister Pham Gia Khiem and representatives of all concerned ministries and scientific centres of Vietnam.

The memorandum provides that the US Committee considers the Ministry of Science, Technology and Environment as the counterpart for facilitating all its programmes and projects in Vietnam. However, American scientists will work directly with the implementing ministries and organisations for the individual programmes and projects.

Regarding public health and medicine, the US Committee will continue assisting Vietnam's primary care and preventive health programme with aid focusing on hepatitis, dengue fever, HIV/AIDS, tuberculosis, typhoid, acute respiratory infections and other communicable diseases.

Other medical programmes are on cancer, ophthalmology - especially for corneal transplants, post graduate nursing education, neurology, basic science, clinical medicine and public health methodology, paediatrics, laser surgery, organ transplantation, heart disease, obstetrics and gynaecology, design and organisation of helicopter emergency services, as well as the transfer of technology in diagnosis and treatment of a number of diseases.

With the National Centre for Natural Science and Technology, the US Committee will continue its scientific co-operation with the Institute of Computer Science, and other programmes on biotechnology - especially the initiation and cultivation of cacao in the experimental sites as well as the growing of almonds in Vietnam, nano-technology, mathematical sciences and theoretical physics, chemistry, and environmental technology.

With other partners including the Ministries of Education and Training, Fisheries, Agriculture and Rural Development, Foreign Affairs, Justice, the National Centre for Social Science and Humanities, PetroVietnam, the Women's Union, the US Committee will administer the TOEFL exams twice a year in Hanoi, Hue and Ho Chi Minh City, implement the post-graduate and post-doctoral programmes between Vietnam and US universities, help the fishing industry fish for larger species, conduct research and rescue at sea and support the annual Kovalevskaia Prize for Women in Science.
